But as you say, it falls into the "nice to have" bucket. The problem is difficult: we made and explicit design choice when creating the manifest format that it should be a place to make claims, such as "this application supports French". 

Rather, we want the applications themselves to support languages in their content. Search engines can then discover that content through various means, like following links (same as a normal user).
