Re: [w3c/editing] Move execCommand to WICG (#184)

I'd point out that developers from both Firefox and Chrome have said they're +1 on moving this to WICG.  Doing do won't impede any progress on execCommand; it will simply own up to the status of execCommand (i.e., it's not narrowing down on a Recommendation any time soon).
