[w3ctag/design-reviews] Event Timing API (#324)

  - Relevant time constraints or deadlines: Chrome has implemented this API and is running an Origin Trial for it. We'd like to ship by the end of this year if there are no concerns.
  - We have a Chrome launch bug at crbug.com/841224. Sorry, launch bugs have restricted viewing permissions. The bug shows approvals for Privacy and Security from Chrome. But let me know if you'd like to see the Self-Review Questionnaire filled out.
