Sorry for leaving this so long.

I'd very much like to see a variant of this that at least provides some control for subresource discovery as it isn't unique to Modules. We could imagine the same sorts of controls being provided for CSS and SVG (and any other resource type that fetches a graph, e.g. HTML Modules). Having a default behavior seems fine, but I continue to worry that our preloading story is a pile of heuristics with very few imperative controls.
