[w3c/IndexedDB] Editorial: Make "IDBFactory.open()" completion steps more readable (#247)

Replace run on sentences with substeps, and also move a normative-seeming assertion that's enforced elsewhere into an informative block.

Also make transaction to open request reference more explicitly typed.
