Re: [whatwg/url] Qualify exported URL terms that are too generic (#375)

I think it'd be a lot worse if, e.g., Fetch had to write `<a for=URL lt="URL fragment">fragment</a>` rather than `<a for=URL>fragment</a>`. And you do actually want that term since as I showed in my example above it's clear from context what the fragment belongs to.
