Re: [whatwg/fetch] Consider removing trailers API (#772)

I dropped a note to @igrigorik who is out, since it looks like https://w3c.github.io/server-timing/ has a [normative dependency on Trailers](https://w3c.github.io/server-timing/#-dfn-server-timing-header-parsing-algorithm-dfn-), at least in the current [tip of tree](https://github.com/w3c/server-timing/commit/8961ff1dcaada144571ad8b2f495830986f7cc6c)
