Regarding primitives for global CSS, there isn't, at this point.

There are several alternative ways:
- e.g. Custom CSS properties: https://www.polymer-project.org/3.0/start/first-element/step-5
- CSS Shadow Parts: https://tabatkins.github.io/specs/css-shadow-parts/
