Re: [w3ctag/design-reviews] OffscreenCanvas new commit() and DedicatedWorker.requestAnimationFrame (#288)

Sure there is an opportunity to get alignment but, chrome has [already committed a shipping patch](https://chromium-review.googlesource.com/c/chromium/src/+/1119156) so unless they revert that patch then whatever they decided will ship not behind a flag in a few weeks regardless of whether or not it matches any public spec.

It would be nice if the spec matched the behavior or visa versa otherwise other browsers will likely implement something different.

Hearing that this was shipping in Chrome I wrote several examples following the spec linked above. My samples all failed because what the spec told me to do and what was actually in Chrome did not match.
