[w3c/webcomponents] [Template Instantiation] rendered version of proposal is missing all mustache syntax (#755)

The version here

http://w3c.github.io/webcomponents/proposals/Template-Instantiation.html

has no {{ ... }} in it. Presumably, whatever is turning .md into .html is stripping them out (trying to substitute it?).

Obviously this is not a bug in Template-Instation itself but it makes that version of the proposal unreadable.
