Re: [whatwg/dom] Add caniuse info boxes like the HTML spec (#69)

This is a really interesting idea, and I think I like it---if we can get the infrastructure built. (Although I know both Edge and Chrome have projects that have done a lot of this already.)

I'm just conflicted as to whether it should replace caniuse or supplement it. I guess that's an easier decision for things like DOM which currently don't have any caniuse boxes (only HTML does).
