@mikewest, do you know who would be the decider implementation-wise for this in Chromium, if the spec were to require things like "data:text/html; base64,WA" and "data:text/html;base64;charset=utf-8,WA" to not work?

@michaelchampion, can you help us find a contact for the issue of "data:" parsing in EdgeHTML?
