I suspect this is probably better proposed at https://github.com/whatwg/html or https://github.com/w3c/editing as the DOM Standard is fairly low-level and UI-agnostic (at least thus far). @domenic?

Also, https://whatwg.org/faq#adding-new-features and https://whatwg.org/working-mode might be of interest.
