[w3c/webcomponents] [SHADOW] Sequential Focus Navigation step tree has 'for each' for a single scope (#721)

Input "    SCOPE, a focus navigation scope"
"For each scope SCOPE"

I don't understand why there is that 'for each', when scope is a single thing.
Or should input be something else than a single scope?
