Re: [whatwg/encoding] Add Streams support (#72)

I think if we can express the implications of 2 in some short sample code it'd be easiest to ask between 1 and 2, since it seems we don't really have agreement on 3 (unless `decode()` works on top of the stream primitives, which isn't really feasible).
