FYI, there is now an [Intent to Ship: Media Capabilities: decoding](https://groups.google.com/a/chromium.org/d/msg/blink-dev/aXYvQ01tMhw/SqA09gD7AgAJ) on blink-dev. I note that this review was slower than usual, with 2.5 months passing before there was any activity, and sounds like there's still a write-up to come?
