[w3c/uievents-key] Move Keyboard Events Key Values to PR (#47)

This is a Call For Consensus (CFC) to move the [UI Events Keyboard Events Key Values](https://www.w3.org/TR/uievents-key/
) spec to Proposed Recommendation (PR).

Wide review was completed before the spec transitioned to Candidate Recommendation (CR), and an [implementation report](https://w3c.github.io/uievents-key/impl-report.html--
) is available as evidence of interoperability.

Please respond to this survey by the end of Monday 5th March 2018. 

If you support this proposal, add a "thumbs up" to this comment. If you do not support this proposal, add a "thumbs down" to this comment and provide your reasons in another comment.

If you do not respond it will be taken as silent support for the proposal. Actual responses are preferred though, not least because it lets the editors working on this specification know you've taken an interest.
