Re: [whatwg/dom] Declarative Shadow DOM (#510)

The way I see it and [proposed](https://github.com/w3c/webcomponents/blob/gh-pages/proposals/Declarative-Shadow-DOM.md), also the way that was expressed few times above is "at one-time only". To make it declarative and available for parser without scripting. For imperative usage, we already have a settled API.
