I thought the "secondary measure" would be good. But after seeing https://github.com/w3c/ServiceWorker/issues/1272#issuecomment-364031857, adding an option to opt in seems to be a safer option. >From @slightlyoff's proposal, "pathComponent" seems to be able to solve the OP issue.
