Re: [whatwg/encoding] Consider defining Japanese encoding sniffing (#157)

Considering that there are plenty of cases where Kanji in one of Shift_JIS and EUC-JP maps to valid half-width Katakana in the other, it probably makes sense to count half-width Katakana, too, and set its expected occurrence in the distribution to 0%.
