Re: [w3c/permissions] Remove object-based permissions (#42)

Discussed with @annevk and @jan-ivar and we concluded that we want to maybe overload `.request()` and deprecate the one with an `object` argument.  At the same time, we would replace the `object` with a dictionary that contains a single `name` key.
