[w3c/manifest] Are Splash Screens no more and we to use screenshots? (#744)

I have some quick questions:

1. Do we change `"splash_screens"` to `"screenshots"`

2. What are the image formats we are allowed to use for screenshots e.g. Are these image formats allowed: .jpg .jpeg .png. svg .webp

3. Same questions about icons and image formats, what formats can we use?  .jpg .jpeg .png. svg .webp

p.s. I got an open issue with Chrome and lighthouse about using .jpg for icons to save data, just wondered if it's ok to use or not?

Lastly, if this could get added to the Spec. then other people dont need to ask same questions.
