[w3c/uievents] Specify that getModifierState does case-sensitive comparison against modifier key names (#211)

The definition of [getModifierState](https://w3c.github.io/uievents/#dom-keyboardevent-getmodifierstate) should explicitly state that we do case-sensitive comparison.
