The keyboard layout for a Chromebook is not currently included in https://www.w3.org/TR/DOM-Level-3-Events-code/ The layout of the keyboard is common across manufactures and is significantly different from a "normal" compact laptop keyboard designed for MS windows use. I am currently unable to find an official (Google) definition of the keyboard layout, however one must exist as multiple manufactures conform to the same layout.
