Re: [whatwg/fetch] CORB: nosniff handling (#686)

`fetch(url, {mode: "no-cors")` will expose these net errors. My gut feeling is that empty-response is still the better way forward.

Either way, I'll make https://github.com/whatwg/fetch/pull/560#comment-180417935 match whatever's decided.
