Re: [whatwg/fetch] Browsers preserve fragments on redirects (#505)

@yutakahirano yeah, exposing it in the API is more about completeness and exposing the underlying primitive upon which the rest of the things build. (It does seem like some of this will require implementation changes as not everyone forwards fragments today per my earlier testing which I'll turn into web-platform-tests.)
