Re: [whatwg/fetch] From-Origin (#687)

1. I'm not certain it makes sense to prevent `window.open` on the basis that some browsers don't support it today.

2. We should probably match `frame-ancestors`.

3. I'd defer this to @johnwilander

4. Yes, we absolutely have to apply this to all redirect responses.
