[w3c/ServiceWorker] Give a fine grade to the Service Worker's lifetime (#1297)

Sorry my ignorance. It is not clear if a service worker runs even if a user agent is open or not, for example a service worker in chrome with windows does not run if it is not open, however in chrome with android if it does. This is a problem when you want to receive notifications, for example, even if the user agent is closed or not active. Is it not possible to give control to the api about the service worker's lifetime?
