[w3c/IndexedDB] CFC: Move IndexedDB 2.0 to PR (#221)

This is a Call For Consensus (CFC) to move the IndexedDB API 2.0 to Proposed Recommendation (PR).

The IndexedDB editors and WebPlat chairs believe the current [Editor's Draft](https://github.com/w3c/IndexedDB/issues/new) meets the requirements to exit Candidate Recommendation (CR), based on the [IndexedDB implementation report](http://w3c-test.org/IndexedDB/.
).

Please respond to this CFC by the end of day on Sunday 29th October 2017. If you choose not to respond to this CFC it will be taken as implicit support
for the proposal. Your opinion is important though, so please take time to actively respond (by adding a thumbs up or thumbs down to this comment).
