Addendum: You can always write a standard *stricter* than existing implementations, but never one more lenient than the strictest implementation.

The goal of WHATWG is defining standards that define the most lenient version that is used on the web, and that user agents SHOULD accept, but also the most strictest version that any user agent accepts, and which websites SHOULD provide.

This standard fails to do that.
