"full" may be more than simply "read" + "write" because of gestures. 

For example, a UA may choose the following:
"full" controls read/write access without requiring a gesture (default = Ask)
"read" controls read access with a gesture (default = Ask)
"write" controls write access with a gesture (default = Grant)
