[whatwg/xhr] Use document encoding for URL parser (#159)

Per https://bugzilla.mozilla.org/show_bug.cgi?id=1405696 using UTF-8 is a compatibility problem.

This requires updating XMLHttpRequest/open-url-encoding.htm as well, unless that happens as part of fixing the Firefox "bug".
