Correct. It's to do with browser chrome.

Depends on what "convenient" means: It would have to do something significant in the browser during the application's launch (like the other view modes to - where they set up the display, take away browser chrome, and potentially lock the orientation). 

So the above sets the bar, and that's what would need to be clarified before we would include this display mode. 

(also, just realized the VR spec you pointed to is deprecated and no longer has a "navigation" event - new spec: https://w3c.github.io/webvr/spec/latest/ ... I've not read the spec, but if we want to move forward with it, we would probably want to set up a call with the editors of that spec to see if they see much value in adding this)
