I don't have any magic solutions or I would have already implemented 
them.  As with the Good Friday Agreement, there are often seemingly 
intractable problems (far worse than W3C/WHATWG) that go on for 
decades.  Often a change or maturing of attitude is what is needed for 
resolution.  That often comes about when someone trusted by both sides 
helps both sides understand that the world would be a better place if 
folks just try to get along.

I don't understand what improved collaboration with WHATWG has to do 
with financial issues.  Other than reduced duplication in theory frees 
us talent so we can all do more.
