@LJWatson This tweaked wording is acceptable to me. It seems a like a fairly accurate and sufficiently complete description of how the group operates and why.

As long as we don't forget to give proper credit to the original authors of each specification within the specification itself (but we need to be careful about that), I don't think it's that big a deal if the charter doesn't say so.

As for whether it is necessary to state that we exercise independent editorial control, I think it is, since it could other approaches are possible and have been applied in different groups or at different times. Because of this possible ambiguity, it is useful to state what it is we do.
