You are missing my point.  We have started to do NOW what should/could have been done THEN. If we had taken action in those days, the outcome might have been different.  But there is a lot of difference between closing the barn door with the horse inside, and closing the horse inside after the door has been open for several years. What might have been sufficient then is not sufficient now.

It’s improving; changing.

Sure they can. They can ask their AC to make the commitment, if they are in a company, and they can ask to be an IE.

I said it was improving. There is still much to do.
