I think we should include something in the charter. The AC will have the opportunity to let us know if it's a fair representation, when the charter goes for AC review.

@MichaelChampion suggested acknowledging the WHAT WG in the text I proposed. Here's an attempt to do this:
"The Web Plat form WG and the WHAT WG both produce versions of the HTML specification. The Web Platform WG works on the HTML specification in order to protect it under the W3C Patent Policy. It also develops the HTML standard with contributions from a broad range of stakeholders, including implementors and authors, as well as specialists in accessibility, internationalisation, privacy, and security. This ensures that HTML remains royalty free for use by implementors and authors, and that it is a robust and reliable standard that is relevant to all stakeholders."

You might want to look at the AG WG as an example that demonstrates otherwise. It has 81 participants from 37 member organisations, and 26 Invited Experts (IE). In other words, more than 25% of the WG consists of individual participants.
