Re: [w3c/charter-html] Charter must state a reason when duplicating work done elsewhere (#139)

I'll take a deep breath and propose some words. I've focused on the HTML specification for the moment, but here goes...

"The Web Platform WG works on the HTML specification in order to protect it under the W3C Patent Policy. It also develops the HTML standard with contributions from a broad range of stakeholders, including implementors and authors, as well as specialists in accessibility, internationalisation, privacy, and security. This ensures that HTML remains royalty free for use by implementors and authors, and that it is a robust and reliable standard that is relevant to all stakeholders."

We can (and assuredly will) bikeshed the words, but hopefully this will give us something to start from.
