No, because my proposed policy is not to stop working on anything they also work on, but rather to **either** stop working on it **or** state why we continue. "nobody reads their fork" would be a good reason to continue when they fork our work. Conversely, absent other reasons, "nobody reads our fork" could be a good reason for stopping.

As @michaelchampion and @stevefaulkner stated, there can be good reasons to continue working on a document even if the other is has more developer mind-share. But as @tantek suggests, the accessibility needs may be better served by a separate document, and the IPR needs may be better served by less divergence. Or not. But at least, stating what the goals are less us discuss what the best way to achieve them is.
