Re: [whatwg/url] remaining variable ambiguity (#308)

I think we should add a note stating, that the [**remaining**](https://url.spec.whatwg.org/#remaining) is accessed (used) only when [**c**](https://url.spec.whatwg.org/#c) isn't [**EOF**](https://url.spec.whatwg.org/#eof-code-point).
I checked, this satisfies the current specification.

I think, that such or similar note clarifies the definition and can be valuable for developers.
