Re: [heycam/webidl] WIP: add localizable dictionary (#358)

So just to check, this does not add any actual requirements on user agents in terms of the algorithms defined in the IDL spec, right?  This is just some infrastructure to allow other specs to not have to keep redefining Localizable?
