Re: [heycam/webidl] Allow extended attributes to apply to types (#286)

I mentioned this on irc but adding it here so we make sure not to forget it. I imagine this affects the distinguishability algorithm, particularly step 4. I still find that part of the spec rather confusing, but I assume we have to look for the inner type of annotated types first and then the inner type of nullables before comparing types in the table, no?
