Re: [w3c/selection-api] Specify Selection.modify()? (#37)

I think the tricky part is spacing the actual behavior. I mean, I can just add text with the supported strings with some vague text like it moves the selection forward by character for `modify('move', 'forward', 'character')` if people think that's valuable.
