[w3c/gamepad] Timeline to Recommendation? (#61)

We should put together a timeline for getting to Recommendation. These are the steps to take us as far as Candidate Recommendation (CR):
1. Complete the [security/privacy questionnaire](https://www.w3.org/TR/security-privacy-questionnaire/): suggest adding a .md file to the repo containing the answers.
2. Wide review: send the spec out for review (a11y, i18n, security, privacy etc.).
3. Resolve any substantive issues raised before/during wide review.
4. Open a CFC with the WG for consent to transition to CR.

Let me know when you think you'll be able to complete the questionnaire, and the spec is ready for wide review, and I'll send it out and also put together a proposed timeline for hitting Rec.
