[w3c/permissions] Media autoplay permission (#150)

As browsers are starting to [disable auto-playing videos & audio](https://webkit.org/blog/7734/auto-play-policy-changes-for-macos/) it would be great if we could easily request autoplay permission. Currently the app I'm working on has legitimate uses for autoplay and I'm not looking forward to telling users to go dig into Settings to enable it.
