Re: [whatwg/dom] Shadow: Specify when `slotchange` fires (#447)

I roughly implemented what we roughly agreed here.

I am now feeling that supporting `<slot>` in non-shadow tree is like a *zero-division*. We should have excluded that from the beginning. :) 

Let me update PR to DOM Standard .
