Re: [w3c/pointerlock] movementX/Y to be double instead of long (#24)

I think movementX should be modified the same as screenX. I do not think this will break any existing use. I've opened https://github.com/w3c/csswg-drafts/issues/1634 to help determine where to make this spec change.
