The intent is to allow the UA to create a strategy they feel is best for their network architecture. This might be better formalized by e.g. https://github.com/whatwg/streams/issues/427, but it's in the end a quality of implementation issue. Currently the spec does allow a terrible-quality implementation that causes all reads to fail, it's true.
