Re: [whatwg/fetch] Allow range header to be set by APIs (#560)

Like I said, the media fragment is used to generate the fetch, so if you're asking for a fragment after the fetch, it doesn't work.

This pull request is about allowing range requests to pass through fetch. If you aren't activity disagreeing with it, use other issues to discuss other things.
