Re: [whatwg/streams] Factor out condition to check pending operation (#672)

If we throw away the `"closing"` state, we need to check `[[closeRequest]]`. But we can avoid inflating code by inflated conditions by factoring out conditions. #671 is one of such a possible refactoring.
